This site describes the efforts of citizens of Texas to restore balance and fairness to the Texas civil justice system. Leo E. Linbeck, Jr., Dick Weekley, Richard J. Trabulsi, Jr., Allan Shivers, Jr., Hugh Rice Kelly and Michael S. Stevens lead this organization. Founded on principles of solid research, grassroots advocacy and bi-partisan cooperation, more than a dozen tort reform measures have been enacted since 1995. These measures and the ongoing effort of Texans for Lawsuit Reform are defined on this site. TLR has also helped scrutinize the legal fees associated with the Texas tobacco settlement.

Lawsuit reform has dramatically improved the fairness and efficiency of Texas' civil justice system. Just a few years ago, the Lone Star State held a position near the bottom of state rankings and was frequently a source of derision in the national media. Objective studies now place the state's civil justice system in the upper tier relative to many measures (though some challenges remain). This notable turnaround, from a legal system that was poorly regarded in several areas to one that is widely recognized as an effective model worthy of emulation, has brought substantial benefits.

In the wake of credit crises in both the mortgage and broader financial markets, Congress is busy conducting hearings and negotiating various proposals for regulatory reform with the executive branch. Following corporate accounting scandals at Enron, WorldCom and elsewhere several years ago, Congress quickly went to work tightening the regulation of corporate governance. So why has Congress yet to acknowledge, much less schedule a hearing, now that, within the past several months, three of the nation’s most powerful, widely known plaintiffs’ lawyers have all pled guilty to federal felonies in connection with their corruption of our civil justice system?

Leo E. Linbeck, Jr. is Chairman and Chief Executive Officer, Linbeck Corporation, a holding company of three construction firms, one of which is Linbeck Construction Corporation which was founded in 1938 by his father, Leo E. Linbeck, Sr. It is a privately held company with headquarters in Houston, Texas, and other offices in Fort Worth, Texas, Connecticut, and Massachusetts. He joined the firm in 1956 after receiving a Bachelor of Arts degree from the University of Notre Dame. He spent ten years in field and office positions before being elected President and Chief Executive Officer of Linbeck Construction in 1966 and Chairman in 1975. He was named President/Chief Executive Officer of Linbeck Corporation in 1979 and Chairman in 1990.

As one of our nation's largest Project Manager/Builders, Linbeck Construction�s completed projects have exceeded $1.231 billion in revenues over the past five fiscal years. The company employs over 250 professionals and currently puts over $300 million of construction in place annually. Project experience includes museums, office buildings, healthcare facilities, hospitality and renovation projects, retail facilities, garages, and institutional and industrial/manufacturing facilities, as well as specialty construction such as airports and sports arenas. Linbeck Construction conceived and developed the TeamBuild� system for collaborative facilities development.

Linbeck is a life director of the Associated General Contractors of America and a director of Duke Energy Corporation. Linbeck serves as a director of the Greater Houston Partnership. Linbeck is also currently serving as Senior Chairman, Texans for Lawsuit Reform, a volunteer organization dedicated to reforming the civil justice system in the State of Texas. In addition, he is Chairman, Americans for Fair Taxation, a national organization advocating the abolishment of the entire federal income tax system and replacement with the FairTax.

Linbeck is past chairman and director, Federal Reserve Bank of Dallas, and former director of the Federal Reserve Bank of Dallas-Houston Branch. He is a former director of The Bionomics Institute, Daniel Industries, Inc., GeoQuest International Holdings, Inc., International Systems & Controls, John Hancock Advisers, Inc., MorningStar Foods Inc., and The Southland Corporation. Linbeck has served as chairman and member of the Advisory Council for the College of Engineering, University of Notre Dame, and is a former member of the Institutional Initiatives Committee of the University of Texas MD Anderson Cancer Center. Linbeck also served as Chairman, Special Commission on the 1999 Bonfire, Texas A & M University.

Linbeck is a resident of Houston, Texas. He is the father of six children and has twelve grandchildren. His personal interests and hobbies include reading, golf, and hunting birds.
