What Happened: Texas has once again been named the Top Business Climate in America by Site Selection magazine. This is the third consecutive year the Lone Star State has earned the prestigious title. Governor Greg Abbott credited the recognition to Texas’s pro-growth laws, workforce investments, and predictable regulatory environment—all of which are keeping the state at the forefront of national competitiveness. Tell Me More: The ranking underscores a combination of winning factors, including record job-creating relocations and expansions, infrastructure improvements, and a fair, transparent legal climate that gives companies the confidence they need to grow and invest. Earlier this year, Texas also claimed the Governor’s Cup for the 13th straight year and the 2025 Prosperity Cup — reinforcing its unmatched record for attracting new business investment.
TLR Thoughts: Two TLR-supported bills (SB 29 and HB 40), which were passed and enacted during the 2025 Texas Legislative Session, helped further solidify Texas’s standing as the greatest state in which to form and grow a business. But the pervasive use of unethical legal practices by certain ambulance-chasing lawyers threatens to undermine Texas’s economic growth. Without a predictable legal environment in which to operate, businesses cannot succeed. That’s why TLR continues its steadfast work to end job-killing lawsuit abuse by passing commonsense lawsuit reform.
What Happened: State Farm has announced a 10% reduction in auto insurance rates for Florida drivers, translating to average savings of $400 per vehicle. The change, expected to take effect in 2026 pending regulatory approval, marks the latest sign of stabilization in a state once overwhelmed by insurance costs and abusive litigation. Read More
Tell Me More: Florida’s auto insurance market has been one of the most volatile in the nation, with excessive lawsuits driving costs higher for families and businesses alike. That began to change following the passage and enactment of lawsuit reform laws in 2023. Notably, the tort reform package curbed legal fee recoveries and reduced the incentive for attorneys to file frivolous claims. Since those reforms, multiple insurers have re-entered the Florida market, and the state’s top five auto carriers are projected to cut rates by an average of 6.5% in 2025.
TLR Thoughts: Curbing abusive litigation lowers costs for families, stabilizes insurance markets, and strengthens states’ economies. Florida is living proof. Texas leaders took major action in the 1990s to improve the state’s civil justice system, but vigilance is essential to ensure that excessive litigation and opportunistic trial lawyers do not erode the affordability and fairness for which Texas is known.

Texans for Lawsuit Reform has announced Ryan Patrick as its new Chief Executive Officer, joining in January 2026. An experienced attorney, former judge, and federal prosecutor, Patrick will oversee all strategic initiatives for TLR and TLRPAC. In his announcement, Patrick outlines “TLR 2.0”—a renewed focus on supporting pro-business, conservative candidates who will work to ensure that Texas’s courts remain venues for legitimate claims, not lotteries for opportunistic trial lawyers.
